California law on the operation of pharmacies mandates the registration of pharmacies with the California Board of Pharmacy, regardless of whether those pharmacies are physically residing in the state. A nonresident pharmacy that ships, mails or delivers prescription medications to California residents must be registered with the California Board of Pharmacy.
Relevant excerpts from the Pharmacy Law (Business and Professions Code 4000 et seq.) for the state of California:
4110. (a) No person shall conduct a pharmacy in the State of California unless he or she has obtained a license from the board.
4112. (a) Any pharmacy located outside this state that ships, mails, or delivers, in any manner, controlled substances, dangerous drugs, or dangerous devices into this state shall be considered a nonresident pharmacy. (b) All nonresident pharmacies shall register with the board.
